Carrier Pre-Select

Hi. I'm new to Cape Town and simply can't afford the standard charges to call my folks back home. In UK they have many telcos who offer a Carrier Pre-Select service whereby, using a standard landline, you can make very inexpensive calls by inputting a four or five digit access code in front of the normal number you want to call. The service is also available via cellphones by inputting a rather longer access number. Call charges are collected monthly by debit or credit card.

Is there anything similar in ZA?
