CCTV Power supply problem

I recently bought a Hikvision 8ch cctv kit (1 DVR, 8 camera's, 1TB HD, 1 8ch power supply, 200m rg59 cable. When it was delivered I hooked up 2 cameras and powered it up. Making sure the polarity is correct, when I turned the power supply on the screen made lines and I saw that the camera wires melted (power cables) and that the wires got hot. I tested the output volts after this and saw it was outputting 82V. Is this a common problem or did I do something?

something is very wrong, those are usually 12v, each channel on the psu should output 12v+-10%
