Cell C network locking

Has anyone realized that Cell C network locks their dual sim phones on the 1st sim slot? Thought it was just the phone (LG E405) I got 2 years back but just got a Samsung phone with the same issue. Apparently they aren't aware of this & say I'm the 1st person to complain about this ever. But it's obviously not a random thing & I think it affects their dual sim phones only. They say they'll get back to me after I logged a call this morning. All I know is I'm not going to pay for the unlocking & they must be unlocked ASAP. I've attached a pic of the LG with different sims from 3 networks we have. So is anyone else aware of this? This is not a vendetta against Cell C but it has to be attended to by them.

I wonder if that's actually legal or whether the believe they're exploiting some sort of loophole. Technically the phone isn't network locked, because I assume you can use the second sim slot on any network. I'd take it to a Cell C branch or perhaps just take it back to where you bought it if it's still under warranty. (The new Samsung Phone.)

Edit: What Samsung phone do you have? Have you tried unlocking it yourself?

The guy I spoke to at their technical center said it's illegal. The 2nd slot is open & the only reason I noticed is that it is not working. I'm not going to pay for this as it shouldn't be locked at all. The Samsung is a galaxy core prime.
 
Just did some digging on the Cell C site & got this:

"Some Cell C handsets may be network locked to the Cell C network. Where this occurs it is because the
handset is subsidised by Cell C and a preferential price is offered to those customers to whom the offer
is made. Please feel free to enquire from your Service provider, before purchasing any handset, as to
whether it is network locked."

Which means I have to live with this but now I doubt if I'll upgrade my contract with them. Pity since I really like their deals. Oh well.
