Cell C roaming On Vodacom wont connect

My next door neighbor is having a problem login on his modem keep diverting to Vodacom roaming but wont make connection keeps giving an error code 264 on a Huawei B593 router Cell C signal very poor -110 dBm

Any help will be greatly appreciated thanks in advance

Just tested with Huawei E173 modem and a Giga 200 cell C sim of my own which I cant use because of the poor signal -110 dBm at best
The modem does not detect Cell C but Vodacom Roaming signal strenth -63 dBm but wont connect to the Vodacom network.Seems the CellC data roaming agreement is not working in the Stilfontein area

Tested over the week end Cell C prepaid data connects to Vodacom. I don't know what has hapened at Cell C but I cant believe the speed I am getting from my Giga 200
Download Speed: 11008 kbps (1376 KB/sec transfer rate)
Upload Speed: 1687 kbps (210.9 KB/sec transfer rate)
Latency: 56 ms
Jitter: 6 ms

I could never get more than 1mbs in the past ..you just got you old customer back
