I've prolly not bothered to consider roaming cos of the restrictive paperwork and nonsense, but I ran into a problem while abroad in S/America where I couldn't do banking cos of my bank wanting me to enter a confirmation SMS for a transaction and I don't have roaming...
A long shot, but I wandered over to www.cellc.co.za and logged in and to my surprise I simply enabled roaming, clicked apply and whaddyaknow. I just had to manually search for the network, but suddenly I was able to use my sim again!
