Cell C Tokai (Blue Route)

So I was in Blue Route today, and I wanted to test their mystical network out. I was at the computer terminal in the shop that allows you to do the speed test. So I went to speedtest.net and ran the test, but low and behold, I was using a 4 Megabit DSL line with WebAfrica as the ISP. The speed I got was obviously a far cry from the speeds that I should have got.

So why is there no SpeedStick connected to the terminal?
