Cellphone Numbers

Hi there. I don't really know what the title should be.

I have a question. My granny had a cellphone contract that expired about a year ago.

Last night by accident I called that number instead of her new number and someone picked up the phone.

Does cellphone companies give old numbers to new clients when the contract expires and you don't renew it?
 
well each operator has 10 000 000 numbers availible to them, i think they should re-cycle their numbers (logic)... but so soon? :o|

What could have happened in this case is someone could have asked for a specific number and then the SP allocated your Gran's ex number, as the SP don't normally recycle the number's
