changing documents and settings folder

is it possible to rename 1 folder in my C:\Documents and Settings folder.
whenever i try to rename i get an error saying the folder is a windows system folder and cannot be renamed.
 
it is labelled "joe" an employee who has left my emplyment. i have changed the user accounts to "myname" but if i try to rename "joe" to "myname" i get the error message
 
It is probably a user account. Go to user accounts in Control Panel and delete it from there.
 
You need to change the Folder's Owner,

Right-click in Explorer, Properties, Security Tab, Advanced button, Owner Tab, select your user account and tick 'Replace owner on...' checkbox, the click OK

sorry but when I right click on the folder and properties there is no security option just : "general" "sharing" and "customise"

Sounds like you have simple file sharing enabled. Deselect it in Explorer - Folder Options - View, uncheck 'Use simple file sharing (recommended)'
 
It is a user profile the easiest way to remove it is as follows:

Right Click My Computer -> Click Properties -> Advanced Tab -> User Profiles click Settings -> Click on the account name in that list -> Delete ;)

It can't be deleted while that account is logged on.

Another way to get there is Start -> Control Panel -> System > Advanced Tab -> User Profiles click Settings -> Click on the account name in that list -> Delete
