Sounds like an additional availability charge. i.e. you may choose not use grid power but provision of it comes with a cost.

I don't disagree with that principle, but there should be way to opt out if you genuinely have no use for grid.

We have paid the cost of building and maintaining the grid 1000 times over. It is supposed to be illegal to create new taxes for the same thing that already existed. The new water and electricity levies are there to boost their coffers to compensate for their own failure. "We fvck up, and you pay the price!" is the socialist way.

The context is the same in that it is a socialist system failure in both cases. Central monopolized governance (socialism) does not make sense in a world that is now going apeshit on efficiency. The age of self-reliance is upon us.
