Charged for offline services

Hello. Please balance me here.

I have a Rain 5G router which has not been online since September. I last paid manually and called rain to find out why they had not been debiting me. Months went by and i have not been online because the simcard or router seems to be faulty. I phoned and told them and requested a sim swap. Till today i have not recieved a sim card. Then i got debited R2100 all of a sudden apparently im charged for subscription not usage. So now why is it that when i dont pay they shut the services but charge you(me) and yet im still offline. Every month i was charged?

I would like my money back because the router has been offline for months now and i dont know what they are charging me. Or am i over reacting?
