Cheapest card for dual screens

I just got a new PC at work along with three other guys. Dell Optiplex 990, i7 2600 cpu, 4GB ram etc.
The only thing is that there is no graphics card and we want to run dual 24"screens with them.

What's the cheapest graphics card we could get to run a dual setup? The monitors are 24" Dells with a VGA and DVI connector.
 
PCI Express board? Entry level cards are liek 350+
 
Those PC's come with 1x VGA + 1x Display Port, so you should be able to do dual screen without installing a graphics card.

If you're going to buy a cheap graphics card (that does not have 2x DVI) like the GT210, then make sure that you get an HDMI -> DVI cable too OR that you at least have an HDMI->DVI converter.
 
The motherboard is a Dell 06D7TR. I tried to search on google to see whether it can support dual screens without a graphics card. Can't find much info on it. Everyone that has dual screens uses a graphics card.
