Cheapest SA mobile network for using while on holiday

No, the best network would the one that offers wifi calling so that there are no roaming charges.
 
The other option is buying a prepaid sim in the destination country. Unfortunately it's not that simple in some countries. I don't like how the mobile networks in the US work, from what I've seen so far one can not simply buy a prepaid sim and buy whatever airtime amount whenever they want like how we have it in SA & move along. Not too visitor friendly if you are not staying for long. Thanks to Voip applications like Viber and whatsap one can somewhat live on wifi networks nowadays

The USA is fine, I have no issues buying a prepaid sim there. Just get a TMobile prepaid sim and you have a months access for $60-80, where 80 gives you unlimited LTE data (well, until 22GB).
