What would be the cheapest router or device with easy setup to manage data on a wifi network:

* Easy to use software to configure
* Easy to connect to an existing Huawei style LTE router via wifi or Ethernet cable
* Set data caps per device
* Set speed (mbps) cap per device
* Create guest login with data/speed cap

Any ideas are welcome.
