This is only a guess, but it seems that template is some kind of pre-fab for IT-ish company web sites.
I do so hate those... I design huge dynamic content driven sites with all kinds of built in processing (think Pastel Accounting Suite, but in a web site) and massive user interfaces. Yet, almost always, after my many months of hard work, the clients will bitch and refuse to sign off on a project because it isn't "visually impressive" enough.
Then, they will tell me to go an have a look at the site of "competitor X", I should see how their designer has made use of graphics, yadda yadda
The "competitor X" site is always some kind of Dreamweaver or MS FrontPage pre-fab template, or a pre-fab (usually downloaded for free) from a third party. Some of the more impressive ones actually pay for the templates too (there are web sites that sell them by the thousand.)
Of course, my clients never see that you can't really log in to the very visually impressive site, or that to sign up, you are invited to send an e-mail to signup@some****tycompanydomain.com, no, they just see how very visually impressive the other site is.
I sometimes wonder why I bother going out of my way to design nice web based applications that take months of hard slog and dedication, if I could just have spent 2 hours typing the client's details into a template and ask every visitor to send an e-mail to
[email protected]...
