This has been the case for a long time . the isp is also bonded to the telephone line there. well where i was in china.
 
True. This is the same in SA, you have to Rica yourself with Telkom before getting a phone line and access to Broadband.

You also need to Rica with mobile phone prividers before you can access the internet via mobile devices or 3G.

Here in SA criminals will use false identities to get contracts or even Rica'd. The difference between SA and China is that Fraud is punishable by death in that country.

Besides that, a healthy dose of Internet activity by normal internet users are being monitored by SA security agencies.

Telkom Rica's you on your behalf with the information you already provided
when you signed up with them.

It's interesting that most ISP's only ask you for your address and ID number.
Only a few of them actually ask for a physical copy of your ID.

I never provided them with my proof of residence (because I opened a telkom account to get a telkom bill for proof of residence), isn't that part of rica?

I have had a Telkom phone number for the best part of 15 years. A month or so back I decided to move to 8TA and guess what? They needed my copy of my ID Document as well as proof of residence - and NOT my Telkom bill - something else.
