Cisco are very conservative with upgrades and new tech

The 3G PCI-e card used in the HWIC is from Sierra.

I would think that all that is needed is a new card and new firmware ?

I am under the impression the US uses EV-DO ?

In the great sunny promised land of South Africa -- why do you think DiData have such wonderful figures on the balance sheet. ( When other big IT companies are struggling ).
As a Cisco platinum preferred partner they get huge discounts. ( which are not necessarily passed on to ALL customers )

Have a look at the US prices ( especially "re-furbished" )
A sight less than a new fancy "smartphone"

Competition does wonders !
