No. A journalist (anyone, actually) is obliged to ask your permission before recording you. And they may only quote you if you agreed to be on the record.

Nope - there is no obligation for me to inform anyone that I am recording them. Only if I want to enter that recording as evidence for some reason would I have needed to do so. And possibly not even then. I am sure that ethics codes do come into play for some people - but then it's a code and not a commandment.

The media can be rough,when two mates of mine died last year they didn't stop calling to get the story while we are all mourning.I don't agree with this though,its his job as a spokesperson to respond appropriately.

Oh, I am sure he says a lot of things that are true, it's just that he sounds like a complete asswipe douchebag when he says it.
It's not that we necessarily disagree with him on this particular instance, we just think he is an idiot.

But yeah, to address the issue at hand. Even if a reporter prods you to get a rise out of you, you handle it professionally. Even more so if you are the appointed spokesperson.

I would have told that reporter, "Excuse me sir, but you are being disruptive and rude, please conduct yourself like an adult and wait your turn or you will be ignored"
Simple. Nothing like making a guy feel like a school kid being reprimanded by a teacher and embarrassing him for his rude behaviour.

You're right, my apologies. Legally, at least one person needs to give consent - and that person can be the one who makes the recording.
