Thanks Razor. What I need at present isn't a primary source of income. It's going to be a site that does it's thing, the way it's designed to. And it will help me with the extra bit of cash when needed. So honestly in my position I really just need a simple, but effective, accommodation listing site.
There must also be space for adsense/adwords and some possible affiliate marketing. This is the path I want to take because I am a full time employee at present.

See, that right there is what makes this situation a bit difficult. It started with a simple accommodation-listing site, which then added "listing fees" and now affiliate programs are getting involved. Like Acid mentioned, these projects go out of scope very quickly, especially if they're based on free CMS packages. Honest recommendation from my side: Pay the extra money to get a professional, custom job done. You want you site to have its own unique identity on the web - most CMS-based business sites seem a bit "hobby-ish" to me, which makes me disregard them in the future.
I'd love to get involved in this project, but time is a bit of a constraint for me at the moment. Seems like a fun project which, when done correctly, shouldn't take more than 2 or 3 weeks of after-hours coding to complete. BUT, and here's the big BUT, I won't touch it for 5k. I've been involved in similar projects, costing around the same, which ended in lots of tears and frustration. 5k just isn't enough to buy yourself a decent web application these days. I've also seen the flip-side of the coin: clients rejecting my quotes and opting for the contact-of-some-family-member's-friend who did a Joomla / Drupal site for them for a next-to-nothing budget, after which they became so frustrated with the CMS package because it did all manner of things EXCEPT what they initially required.
I guess this really is a tough decision for you, but I wish you the best of luck in finding the perfect candidate to build the site for you. If you were to up the budget a bit I would've considered delving into the project myself, regardless of time-constraints, but 5k really just doesn't justify your requirements...
