Ok guys, Stay with me on this Thread... So Black Ops has just been released. I was able to get my PS3 copy last night at midnight release and waited for my beloved PC copy to arrive today.
Thankfully it arrived! Therefore, it's time to install.

Once it was installed, I was checking the console had been enabled etc. and started my own private server, turning on my FPS counter and whatnot.
I find that I'm getting 30 FPS, WOW, WAIT, WHAT? 30 FPS!
Before you ask, I have:
Q6600 @ 2,4Ghz Quad Core
3GB RAM
ATI 5850 with 10.10 Catalyst drivers.
Win 7 Ultimate 32bit.
650w Corsair PSU

Now I run CoD4 @ 252 / 333 FPS Constantly without any problem on a FPS cfg, without one I still get 160 FPS or so.
On WaW I get 125 / 250 FPS with a nice config.

So all you people who are having with Issues with Black Ops FPS.
I have found the problem, turns out the Game engine hasn't been worked out to optimize at it's best on each computer, so what exactly's wrong?

It turns out your CPU / Processor is taking all the power and it's getting leaked rather than going to your GPU / Graphics card.
So the fix turns out to be fairly simple... a FPS config! Who would of Guessed?!

I then decided to download Stevy's famous config... It worked!

Remember with stock settings and lowering things down graphically, I still hit 30FPS, now with Stevy's cfg, I hit 80+ FPS constant!

Instructions:

Download the file here http://www.fnatic.com/downloads/481/Stevy-config.html and unrar it to your desktop

Find your Steam folder ( C:\Program Files\Steam)

Then Steam Apps folder > Common > Call of Duty Black Ops > Main Folder ( C:\Program Files\Steam\SteamApps\common\call of duty black ops\main )

Once in this folder "Main", drag or copy / paste the config inside.

Start up Black Ops, Say no to the new pop ups and test it out.

NOTE: You may have to reset your player controls to default or to your liking.

lol ;P klasvaakie , hy vra of die steffy cfg file jou geban kan laat raak op black ops wanner jy speel met daardie cfg. no it wont get you banned but in terms of the config helping , it really doesnt for me . try these steps............

** just play with vsync on ,
*** set your steam priority to low before you start the game ,
****then when inside the game's menu , alt tab back and set your cod blackops.mp process to high.

that should help you alot in terms of stuttering as the games code was rewritten by someone who failed microsoft excel classes.

why play with vsync on ? it cuts your fps ?! well , sad but true , you will have to until they fix the game up . when i play without it i get 22 - 110 fps on max gfx @ 1980x1280 res. but the stuttering is so bad from the games side that its unplayable (freezing for 3 seconds then works again). tried with lowest possible gfx and some stuff disabled in the console. same fps lag.

with vsync on , fps is limited to 60. and my minimum is 45. now the game plays smoothly and i can stab people endlessly with my quick knife skills again.... now what must i say ?

alternatively you can use the steffy config , it just enables the fps to show ingame , sets your resolution to 1280x1024+textures to automatic+shadows off+ messes up your controls so badly but you can change that.
but also do the priority setup i typed about above as that is the main issue atm.

o_0 Seriously its not that difficult. You take a funnel & pour the power that leaked out back into the PC. Also, I hear if you close your left eye every 54 seconds CoD runs better too.

Might be less frustrating if you played the game with your eyes permanently closed. :D
 
Yes, I was asking if "one" could get banned for using the config, not you specifically :P
