Community TV channels demand DStv carry them

The Association of Community Television (ACT-SA) wants South Africa's communications watchdog to force DStv to continue carrying community channels under the country's new digital TV regulations.

However, the Independent Communications Authority of South Africa (ICASA) has opposed its request, arguing that the issues of local content are addressed in the Local Content Regulations, 2016.
 
That is only 2 sides of the coin. On the 3rd, DStv used whatever channels they could carry as a marketing ploy to show how many channels are included in each bouquet.
 
Given that they do not have any rights or privileges, if DStv were 'forced' to facilitate them, I am sure that they can be charged enough to make the association undesirable. The entitlement knows no bounds it seems.
 
Given that DSTV spends 30% of its programming advertising DSTV.....

Maybe they can just slot them in there?
