Legally, you can go up to 4 weeks.. law allows for 21 consecutive days a year..

That "21 consecutive days" includes the weekends so it's only 3 weeks. Also that's the minimum requirements not the max. Maximum allowable leave and how much of it can be taken consecutively is not addressed by labour law.

3 weeks worth of annual is only 15 days, 5 days a week.. therefore 21 days would be 4 weeks..

Yes, but in the Basic Conditions of Employment Act it refers to 21 CONSECUTIVE days which is 3 weeks. For people with a 5 day work week it amounts to a minimum of 15 days of annual leave and for people with a 6 day work week it amounts to 18 days.
