Complex Parking: Continuously parked in - What can I do?

I met a fellow who runs a tow-truck co. He said anytime there was a car obstructing anything, he would deal with it. So far the BC in the flats where my tenant lives have used him 3 times. He only charges R100 to move the car to the street. It takes 10 mins to winch it onto his flatbed, drive around the corner and dump it

About the only exception was the bonehead who kept on parking directly in front of my garage door so that I could not even open the garage let alone get the car out. One day he left it there while he went away for a long weekend holiday with his buddies. He found out that it is a bad idea to leave your car parked out in the open in this country since someone broke into it while he was away on holiday. He made other parking plans after that.

At the 2012 AGM it was brought up and it was proposed to issue a R200 fine to residents who willfully parked obstructing access to legitimate parking areas. The motion was not passed as no-one could decide who was to administer it. Then about 4 months later someone parked so badly that an ambulance could not get in, so a breakdown lorry was called and towed 2 cars away (the owners refused to move their cars). The next day a special meeting was called and the fine went from R200 to R500.

One owner now owes R 3500 for fines on his car. He comes home drunk at 11.30 at night and parks anywhere, often obstructing cars, one day he stalled in the sliding gate and no-one could get in or out. An attorney has been engaged by the Managing Agent to recover the money

It amazes me what lengths you have to go to, to make people behave in a responsible manner

This is exactly the situation I find unacceptable.

I (and most of us) work hard for the rent/bond etc we have on our places and we would simply like to come and go from our HOME in peace.

He should drive to the nearest township and dump it there.
 
Get a towbar and start reversing into cars that block you and refuse to move.

The complex estate manager / trustees must sort this out.. send the estate manager photos and license plate numbers EVERY time you are parked in until they sort out the problem. Perhaps give the estate manager a few late night calls when you are parked in to provide some motiviation :).

(Or perhaps just reverse park so you can drive out even if they are parked there?)

This is the approach I am going to take.
 
Put a chain on wheels + note on driver door , charge fee to unlock
 
I got parked in once, I started to bounce the car out of my way, the alarm went off owner came running out wanted to start a fight, but calmed down when he saw me
 
Used to know someone who would pour some petrol into the car's tailpipe under these conditions. When the car was started there would be a small explosion from the exhaust - a bit like the most extreme backfire possible. People did not figure out what was happening but started avoiding his parking spot after a while.
 
The best option is to make this the bc chairman's issue no matter the time of night or day... they will eventually get the moer in and sort the problem out.
 
Just looked out my window. This is an example of the knobs parking without thinking. Yes, I can reverse out to the left(steering wheel turning clockwise) and all the way down to the main entrance of the complex but why should I have to be inconvenienced?

Pic is not clear but I cannot reverse and turn the wheel full circle anti-clockwise because my driveway on the drivers side is elevated and not in line with the ground and there is a wall close by.

I think the major issue is residents park their "extra" vehicles in the visitors parking spots.

It doesn't help that the head of the BC doesn't obey the rules either. His Quantum is always parked in a visitors parking.

Just report the illegal parked cars to the Body Corporate and name and shame him on YDLAP facebook group.
