HUUUUUGE tender, followed by the simulators functioning for about 4 days before sabotage by every single testing centre in the country.

No, he doesn't deserve credit, this is not in the 'right' direction and is not what SA needs when even you admit we can't get the basics right. What SA needs is to get the basics right first and build from there instead of dreaming up these over ambitious and unrealistic solutions that are built on terrible foundations.
 
Guessing they will buy 8 machines per station,of which 7 will be offline permanently,and 1 will need maintenance 20 times a day

And error logs will only output to a single broken printer at HQ.

Again, you must be thinking of a working government department.

There will be no out of order sign, especially not on a KFC napkin, those things are valuable when smashing back the cartons of chicken and to hold the bones.
