Just smells like a crap network, nothing wrong with wireless backhaul links ours breakout on this principle at the building averages about 6msBe warned!
Comtel likes to sell "fibre" but it's only fibre inside of the unit/apartment etc. And then they use wireless backhaul links.
Used to be a customer of theirs way back as the complex I was in had "fibre" installed, but it was only inside of the apartment and building, but wireless backhaul, this meant that they could only offer Up-to 10Mbps per unit @ ~R500 a month.

When we moved into our current offices we had to go with them as it turns out they had "exclusivity". Literally every time it rained our internet would go to **** which made me assume they were using a wireless backhaul.
Jump forward a couple of weeks and a rep was talking to all the businesses to come together for a direct fibre install. At that point I asked if the internet in the complex is on a wireless backhaul, and the rep confirmed.
The cherry on the top is the backhaul link they have admitted is overloaded as well.
Paying business fibre prices for what? Some bs SLA no one really sticks to.
