Yes basically want to configure FTP server on my notebook using my 3G connection
Is running a FTP server the only solution for what you want to achieve (some type of file sharing, I'm guessing?)

Dragonfly could be using a PPDB to avoid OOBR...Also, do you really want to put your quota of data at the mercy of someone else's usage? At R2 per megabyte if you exceed your bundle?
There has to be a better (safer) way
