R5 BILLION Investment
Although i would say only 2 companies would be able to roll-out a countrywide network. The fact is that R5 billion is a tall order and companies may end up sharing one set of infrastructure. So Dont get excited about 350 Operators. The only foreign operators with cash to spend are ZAIN & Etisalat.
I fail to see where all the 350 new operators will get cash from.
TELECOMS IS AN EXPENSIVE START UP.
The minister has to protect the fat cat BEE investors that have their money in the current telcos. Maybe she too holds shares.

It's no surprise that the massive confusion which exists in Ivy's mind due to her lack of intelligence, greed and ineptitude should also transfer into the industry which she is supposed to be administering. Years of poor leadership, bad decisions, corruption and mismanagement have left a thriving and "determined to grow-regardless" industry in confusion and misdirection.
She should step aside and the govt should hopefully appoint someone with more than three brain cells to fix her dismal mess.
