Congress Registration Cancellation

So here's what happened.

I completed an online congress registration form for a meeting in Cape Town.
I was two minded about attending but I thought I'd register and only pay if I was certain before the early bird cutoff.

So I decided before the cutoff to cancel before I paid anything.

Now the congress organiser sends me an invoice for 25% of the congress fee of R3600 as an "admin fee."

WTF!

What admin...I didnt pay anything so

My point is that the registration is only "complete" after payment is made...an interim form completion.

What are my rights here?

Check the terms and conditions on the site that you no doubt 'automatically' agreed to by filling in the form - they might list certain conditions stating they will charge you regardless?
