Not sure if you've tried this already.
First you need to create a shortcut to your dialup. Right click your dialup in network connections and click create shortcut. It will create a shortcut on the desktop, you can move the shortcut where ever you want to.
Next open your dialup connection and click on properties, then click on the Options tab and deselect the following two items:-
Prompt for name and password, certificate, etc.
and
Prompt for Phone Number
Then click OK, and it will dialup immediately. So whenever you run that dialup shortcut it will dialup automatically.
Now you can add that shortcut to the scheduled tasks for a certain time, etc.
I suppose you could also add the shortcut to the startup group if you want your dialup to start as soon as you start your PC.

Edit - I just tried to do this via Scheduled Tasks and it doesn't run as the "scheduled task needs to run an "application" and not a "link". Maybe there is another program out there that can run the link file for the dialup. Let me know if you find anything.

take a look at the guide on http://raspppoe.com/ , it has an explaination on how get widows to connect automatically, click on "Download & install", then click the readme
