It's like what happened with illegal mining, the authorities just ignored the problem and it grew into this monster that they can no longer control. The construction mafia had it a little easier because they grew out of RET and Zuma and his good allowed them to operate because it suited his needs. I think MKVA are involved there as muscle. Now they've grown into another monster which is branching out into mining communities and threatening mining companies when they don't give them tenders. They organise communities to burn, etc. Much like the Italian mafia, lol.

Agreed and the groups (supposedly EFF, ANC, Business Forums and MKMVA) all operate semi independently and with different demands. Some want locals employed, some want to be paid for attending meetings, some want "subcontracts" and some want to be paid off just to let the project go ahead. Making t the payoffs doesn't guarantee anything. Plus many of the senior staff in the employers organisations (municipalities and the like; ANC cadres) pretend it isn't happening, can't or won't do anything and won't sign off payments to the extortionists so projects stall. Fun times.

and as soon as the first group is paid and leaves, another group rocks up with similar demands.

And these are still the dumb ones. There are guys making these criminals looking like a pauper's poor cousin, having found their niche in South Africa. We've become a paradise for all types of other criminality that is hurting South Africa tremendously.
