I read this article where they mention that any services or goods supplied by the state are exempt from the act, such as municipalities.

So the question is, does this mean that Telkom, Eskom, and the rest of those "quasi government" organizations are exempt?

Re-read. Services TO the state ie: the state cannot request consumer protection.
 
I wonder what claim Joburg Metro residents have against the municipality at the moment with respect to rubbish collections. Use to be you had no choice but to pay whether pikitup collected or not

Dude, you need to read the act a bit more closely, or have a lawyer explain it to you.

The consumer protection act covers ANY supplier and ANY transaction within the Republic of South Africa (unless exempted... but the State is not one of the exempted parties).
This Act does not apply to any transaction in terms of which goods or services are promoted or supplied to the State.

So yeah... Pikitup, the Joburg Metro, and the various state departments that supply you a service are all covered.
 
The only municipalities to whom the Act currently applies, are the high capacity municipalities. The rest are excluded.

Yes, the Post Office is a supplier of Services... and as long as the said transaction falls after 1 April, 2011... they are subject to the CPA.

I will be asking for a credit on my account when it arrives. Pikitup doesn't pay strikers, I'm not paying them.
 
We're getting sick and tired of these new light bulbs that last only a few days. They have some woderful claims about how cost effective they are - lower consumption and they last longer. So I have asked the SO (she buys them) to keep the slips and to make a note of the date that the bulb is installed.
