word from the parliamentary committee for communications is that the Bill MUST be passed into law this year...

Allow me to introduce “ Khulumani Information Services and Training”, an organization that was established informally at the beginning of 2003 as a result of the need for current and up to date parliamentary information dissemination and training needs. Although other information disseminating agencies exist, a persistent lack of information is at the order of the day.

Khulumani is aware of the fact that the Convergence Bill [B9-2005] is currently referred to the Portfolio Committee on Communication and has generated some keen interest as a result of the far-reaching consequences it might have for a number of related industries particularly around the ICT and others alike. Although we primarily focus on the Finance Committee and others in parliament we took the liberty to cover this event as it seem to have generated a good response based on the large number of submissions received by the committee.
Khulumani is aware that it would be impossible for most stakeholders to attend the full program of the Conversions Public Hearings and wish to be the eyes and ears of those that would prefer us to monitor the full duration of this all important activity. Our experience in these and related activities would be only beneficial to you as we constantly interact with committee staff and members and are best located to render this type of service to keep you abreast and up to date with the progress of activities on a day to day basis.

It is a fact that not all stakeholders manage to impact a bill in a manner that would best reflect their interest, however, at first if you don’t succeed try and try again. This second bite at the bill can be negotiated if you know the process the bill has to follow:
• Considering that this bill is a section 75 piece of legislation it has to follow a certain route in the process of parliament,
• Your first encounter is at the Portfolio Committee on Communications, which you are currently following,
• Your second bite at the bill, if you did not manage to bring under the attention of the committee some crucial issues, would be with the Select Committee on Communications in the National Council of Provinces which does not have powers to amend but do have powers to propose amendments when voting on the bill,
• These proposed amendments which you managed to slip through has to be reconsidered by the Portfolio Committee on Communications at another meeting where they can either accept or reject the amendments before the bill is forwarded to the president for ascent after which it becomes law (Free Advise).


The service we propose to offer would only cover four weeks unless indicated otherwise:
• to provide you with an updated program if amended,
• tracking the Convergence Bill [B9-2005] / legislation as it progress through the passage of parliament,
• to provide all the submissions as received on the day,
• to provide you with the amended bill that will be referred to the Select Committee on Communications to allow you to further propose further amendment if you not happy with the current amendments,
• to copy all submissions on a CD after the hearings has run its course which include the program and the final committee report as adopted including the Bill in its amended form.

NB: A summary of each day’s activity during the hearings will be quoted separately.

Cost of Services Rendered as indicated above for one Month only, as we are not sure as to what length of period this process would require:

I'm in a bit of a struggler when it comes to understanding the Convergence Bill and the outstanding issues that surround it before it gets passed into law. But what can MyADSL do to contribute to the hearings and the Bill itself? What issues does the Bill not cover properly that would affect MyADSL users?

in a nutshell it replaces and expands on the telecommunications act so has a direct impact on isps and other telecomms service providers; i think the primary concern at the moment is the new licence category of application service providers - servers etc - which should not be there / if it is going to be there it needs to be considerably tightened up

as for contributions - i am very happy with the number of submissions being made on the Bill...from what i can see most of the major concerns are going to be covered by a number of intelligent people

will try to post up what i can from the hearings...want to get to sentech on 27 may, the cell co's on 7 June + telkom & the sno shareholders on 14 June + whatever else is possible
