convert mp4 to mpeg

Hmmm.... Sorry about that. Really strange... Did you look for a convertor from Hikvision on the website? Sometimes it automatically exports one too
 
Otherwise record the screen with the gaming feature in W10... You can select record audio from system only
 
A lot of these "security" types of video capturing devices has protection built in so that you cannot edit the footage. That's so that should it be needed to be used as evidence, it cannot be thrown out by a clever defence lawyer because it was edited and "evidence" could have been altered.
 
Strange. Not sure why you'd want to convert it to an inferior MPEG format from mp4.
Leeme explain, so I need to edit the video using sony Vegas or something similar, the problem is Sony Vegas does not allow me to import these files, there is something very wrong with how Hikvision save these files, or their formats, I have no prob with the MP4 but I cannot do anything with the files besides just watch them
 
Not sure if it will solve your issue but try Avidemaux. Drag and drop one of your files, leave video and audio output to copy, change the output format bottom left to mp4, file save then see if you can import it to Sony Vegas, also try setting the audio output when converting to AAC
