That depends, what sort of signal strength are you working with, and also, how many meters of triple channel RAM are we using?

It sounds like the exchange might be the bottleneck. You should contact your ISP or Telkom directly with SNR information / log a fault because what you posted is not normal for ADSL or VDSL AFAIK
