Your misrepresentation is misleading, and makes my previous comment about government providing for itself look incorrect.

Presumably there is some form of contract in place that makes the network available exclusively to Neotel (at the moment). I wouldn't call it misrepresentation - Neotel itself has never made any secret of this.
Since Neotel and MTN are now jointly building a national fibre network, presumably this situation is also changing.
