Counter-Offer, What to do

Companies only offer counter-offers because they are desperate to keep you on so they can buy enough time to find someone to replace you. Don't think they're doing it out of some revelation they've had about how valuable you are.
 
Wouldn't stay. Question will always be in the back of your mind, why they didn't pay you this salary from the start.

Never take a counter offer (unless you were moving ONLY for financial reasons).
 
Take the better offer considering all factors. If you stay and don't like it, there's nothing stopping you from moving in future. You were good enough to get the new offer once, so you'll be able to get something better again.

There are no hard and fast rules.
 
It all depends entirely on what your motivations were for taking the other job in the first place.
