Nope, it's usually the whole head, skinned - but with the eyes still in.

I'll take a photo next time I see it.

Actually I cooked a sheep's head some years ago with my mom. Was good, but I pulled the teeth first because they gave me the heeby-jeebies smiling at me from the pot.
