if it helps..
heres my specs:

graphics card:geforce 6800 GS
CPU:AMD athlon xp +3800 (socket 939)
memory:1GB kingstone
motherboard:gigabyte k8n pro sli socket 939
OS:Microsoft Windows XP Professional Service Pack 1 (Build 2600)

and yeah thanks any help appriciated:)

and programs tend to use less cpu power...:D

didn`t even know there was a hardware forum srry

Is there then a program that can test what true speed my cpu is

I seem to remember the reason for this is your app doesn't use both cores it uses one at 100% but windows reports it's using both at 50%.

maya,3d max is the same like blender3d

is`nt there a kinda program that makes everything use both cores??

Sounds like you need the Dual core hotfix....
Not many apps at all are multithreaded,BUT apps can use both cores just not 2 threads processed at the same time.
Out of interest before I find you a link to the Hotfix...with the program paint open, press ctrl shift escape and right click the paint process and see if you can select affinity and tell me if core 1 is greyed out.
Edit: Well here's the fix:

my cpu doesn`t have multithreading
and when I open blender twice and animate something at the same time it uses 93%
downloading new drivers servicepacks hot fixes now

You mean it doesn't support HYPERthreading. Multithreading happens on every modern PC. If you didn't have multithreading than you wouldn't be able to run Blender and the OS and all it's processes at the 'same' time.

Actually, programs are dealt with by the CPU one at a time, called(time slicing).

Sorry if I've missed something here but is the complaint "My CPU isn't being used 100%?"

Odd... I don't see the issue if everything is running fine.

Go to Device Manager -> Computer

Does it say Uniprocessor PC? If yes you will have to do a re-installation.

Also try installing SP2.

it says ACPI multiprocessor PC

busy installing sp2 and new drivers

yes everything runs fine but when rendering or animating a movie it takes a while so it would be great if I can decrease the amount of time it takes to do render images
and another thing is that I didn`t buy this expensive cpu to run at 50%

Eassy info v2 says(under cpu)

oh wait it doesn`t say that it is not multithreaded but is says hyperthreading is not suported srry

The AMD processors don't "support" hyperthreading because they don't need it - HT is a workaround to help with stalls due to the P4 architecture's long pipelines.

Your application probably isn't dual core (multi-threaded) optimised. Very few are actually. Nero Recode and WinRAR 3.6 Beta are 2 examples that do run both cores flat out.
