Crazy slow ADSL speeds

Hey guys,

I'm not really sure what's happening, but for the last month, my ASDL speeds have been unbelievably slow.

My line got upgraded to a 2meg line, and that seemed to have made it worse now. I can't watch youtube, I barely
can load web pages. If I'm being throttled then this is disgusting since it's not internet I have access to.

I'm with Mweb.
My router also says the max line speed is able 3.6~4.8 meg. But it's been pretty dodgy of late though, dropping the max speed down to 2.8meg at lines.

What do I do?

This is on a 4 meg line ,pathetic .
