Creepy/Illegal?

...I want to greet my neighbours but I`m too scared to talk to them.
So I`m thinking of putting a note under the wiper of their blue 2005 VW polo with a fur toy hanging from the mirror.
is that bad?

Personally I would find that somewhat creepy and probably give you a funny stare afterwards - What sort of result are you hoping for? With such a gesture you're basically putting the pressure on your neighbours to make the official 'verbal' introduction, and if they don't follow through you're going to end up feeling weird and probably even more shy around them. If you're too afraid to go up to their door and introduce yourself then why not just stage being outside at the same time as one of them and take it from there?
 
Put some nails in the street outside his house and when he drives over then, offer to assist with changing the wheel. But if his wife is driving, try not to stare at her boobs too much and don't make any dorky comments

I`m not that creepy. I only occasionally give people deathglares. and I think I smell funny too.

Yeah I`l think twice now.
But I really want to interrogate them about their hardware specifications :(

What if they accuse me of stalking :erm:
And I hear buzzing anyway so it wont work.
 
well if you hear buzzing then you theres your in, you already have one foot in the door!
definitely not creepy, I'm sure they will be relieved to have you investigate the source of the noise
