Cutting Icasa loose

How can we be assured that, in the event of less Government involvement in ICASA, there will be a diminished likelihood of non-accountability, patronage and corruption? At the moment the oversight mechanisms appear to be inadequate (toothless statements in Parliament), so what measures have been designed to address this aspect? Has anybody got any insight into the revised/to be revised legislation, which perhaps covers this issue?
