When me and my brother work together I call him my Monkey.
My daughter gets called monkey by her parents quite often as well.

Anyway, I guess it's all in context (except in politics, then it will be something to cry about).

Lampooning or teasing based on behavior is ok, as with the DA parliamentarians in this case. Black people can also be the subject of this, the problem starts if symbols that were used in a racist manner in the past are used. The past has contaminated this.
