Damning CAP report about ICASA sidelining consumers

False hope, order of the day

I almost got excited when I saw the word "CAP" there.
 
This is so typical of the new South Africa. Going nowhere fast, going backwards slowly.
 
ICASA exist to carry out ANC policy (which often means No policy or a completely screwed up policy).

Anybody who ever thought that ICASA was on the side of the consumer needs to have his head examined.
 
Wait, what?

So, CAP was created as a handy scapegoat, fit for being assigned those knobbly tasks that the Consumer Affairs Division of ICASA did not feel like doing.

Well, okay. So, what output did this organisation of 9 people produce?
- We read the ACT and the regulations!
- We don't want to work with CAD!
- ICASA does not want to play with us!
- We had lots of meetings to complain to various people!
- We want to resign!
- Some of us did resign!

Seriously, where is:
- The consumer consists of the following groups: ...
- The consumer requires the following services: ...
- The services can be paid for through the following means: ...
- The following existing services are failing: ...
- The following planned services have the following problems: ...

Somewhere something's not lekka.
