Sounds exactly like what Telkom are doing in regard to separating local from international ADSL traffic. So that local traffic will no longer count towards your cap.

They are in contravention of the ADSL regulations, but ICASA are virtually blind to it because Telkom have pleaded "how technically difficult it is."

But who benefits from Telkom's incompetence? Why, Telkom of course.

This is why ICASA need to act with zero-tolerance on all matters of non-compliance. Huge penalties should be applied from day one. Then we will see just how technically fluid Telecoms transformation can be.

Well spoken....there should be penalties for missing deadlines, just like in any other project management job!! Like free bandwith hahaah
 
Why do I see another Telkom led court case in the near future?
 
Telkom should realize that LLU is inevitable, and that they might as well get started.
 
It would be nice if datapro actually contributed to the cause something more than just their comments.
 
It's a simple calculation for Telkom. There are two options.

Option A - unbundle the local loop by 2010
Option B - do not unbundle the local loop by 2010

Costs of option A
- Costs of allowing the competition into the market, R billions.

Costs of option B
- Possible penalties, none specified atm. So cost = R0

If (cost_optionA < cost_optionB)
go for optionA
else go for optionB

The ONLY WAY that Telkom will bother to look at unbundling the local loop, is if the penalties for not unbundling it is greater than the money they will lose if they do unbundle it. So don't give us R1 million rand penalties, it needs to be FLOCKING HUGE penalties.
