We have a fiber line which we pay for. We are also paying for dedicated VOIP separately. Should this then be a separate fiber line dedicated to VOIP only?
 
No. Typical wall unit is a managed switch with virtual LAN and QoS for each RJ45 ports. It is why any port can handle different kind of service (like VoIP or cable TV), it can come from a different service provider than your standard Internet traffic. Configuration of the wall unit is controlled by a fiber provider. Alternatively it might have sockets for the analog phones, but it will use the same fiber (whenever possible).
