Deeply frustrated afrihost client

I was born before technology but wanted internet for home. Everybody I know is with afrihost and has 4mbps line. So that is what I opted for 4mbps 100gb capped. Just did not want to work. Didn't know what's wrong. Till someone said do a speed test. So I said a what test? So now I also know about speed test and can understand why my stuff doesn't work. Soon as 5pm hits I drop to below 1mbps.

Been going on like that for the whole month. Got stiff neck from being on the phone the whole time. This way and that way. About to just give up allready. Maybe internet is not for me.
 
Sounds like exchange congestion. Best way to test is to get a free account from another ISP. Axxess do a 1GB free account. Swap accounts when your speed drops and see if the speed improves.

If it doesn't it is exchange congestion, if it does, afrihost is shaping you.

It does seem like it would be an over subscribed exchange. If at all possible please could you provide me with your router make and model as I believe it is always important to look at the line quality and I would like to provide you with the steps to do so. I can then look at the results and possibly find the issue or rule out a possible issue:p!
 
Apart from what's been suggested you could try the following.
1. Check your modem stats - login to your modem and check the following
1.1. Sync rate upstream and downstream
1.2. Signal to Noise ratio (SNR) and Line Attenuation.

SNR and Line Attenuation will help to pickup line issues - too much noise, etc.
If these are good, then the issue is likely elsewhere.

2. beta.speedtest.net
2.1. Check speed to the closest local provider
2.2. Check speed to a large provider in the US or UK e.g.: Towerstream in NY, US or Vodafone in London.
2.3. beta.speedtest.net/results will pull up the test results for the specific computer used.

You can then compare local vs international. Are either close to line speed? Local should be.
You should repeat this step whenever you think line might be performing poorly.
In time you'll get to understand what your line is capable of.

3. Download pingplotter or winmtr to perform a pingtrace.
3.1. Perform a trace to bras.afrihost.com
3.2. Any local or intl. site that's giving you issues

Rule of thumb -
Hop 1 - that's the hop to your router. Should be very low with no packet loss. <3ms avg if connected via WiFi. <1ms if via wired.
Hop 2 - this is the exchange. You'll likely note no reply. This is ok.
Hop 3 - IPC. Should be low with no packet loss. <20ms avg appears to be within reason. Less the better. Issues here suggest exchange or IPC congestion.
Hop 4 and onward - if you see consistent packet loss or high latency then the issue's further from you.

AH will generally request 2 and 3 above. You can provide this for both AH and a test ISP account as was suggested by Deadmanza.
So get familiar with them until the problem is rectified.
