Sunbelt Kerio Personal Firewall has an option for this when it is run in advanced mode. So does Comodos Firewall with it's defender component. You need to set it to the second highest security level for it to work.

Both are free for personal use.

Check the local security policy in your MMC snapin. Under software restriction policy you can limit your system to either prevent apps from running, or only allow certain apps to run.
