its not pictures its passwords and videos and archives and programs alot stuff from facebook saved over years

If it was a normal quick format and you did not write and data to the formatted partition the data should still be there. ALWAYS recover to a different drive/partition, never to the same one you are recovering from.

the drive had bitlocker on it and the stuff is gone as the technician said
