Losing my mind here

Is there anything at all that I can do regarding congestion? Ever since April this year my latency has been all over the place. I phone telkom (from a cell ouch) and after various to and fro's and there's nothing wrong with your line conversations my latency stabilizes for a few weeks only to return to its former state eventually. Should I swap internet somehow and get off telkom's ADSL or what does one do? Diablo 3 sits at 700-1200ms until about 1am when it goes back to the normal 186-220ms

So I'm not alone on this... It's the exact same problem I've been having since roughly the same time. I message Telkom constantly, they keep saying nothing's wrong and that they've "opened up a ticket" until the issue magically fixes itself one day after they hadn't replied in weeks. Then a few weeks after that, my latency goes super high again. I have a folder full of speed tests that look almost exactly like that. Massive latency after the hop to router.

And I can't even just switch ISPs because it's almost definitely my line or the exchange because the issues aren't limited to my Telkom account - Afrihost does the same thing. It's frustrating as hell.
