I would like to know in regards to the RICA act Chapter 9 , Page 54.
if rooting your device is a criminal offence.

Unlawful acts in respect of telecommunication and other equipment

54.(1) Any person who, intentionally and unlawfully, in any manner—

(a) modifies, tampers with, alters, reconfigures or interferes with, any telecommunication equipment, including a cellular phone and a SIM-card, or any part thereof;
(b) reverse engineers, decompiles, disassembles or interferes with, the software installed on any telecommunication equipment, including a cellular phone and a SIM-card, by the manufacturer thereof; or
(c) allows any other person to perform any of the acts referred to in paragraph (a) or (b),

is guilty of an offence.[/I][/I]

Of course it is. According to this definition even enabling hidden menu item in cellphone is a criminal offense too. By example changing indicator from bars to the numeric value as I did on my iPhone.
 
In other words, using Windows 10 on my phone as part of the Insider Preview program is also illegal?
 
It's all about the Communication tech and house it communicate not the software
 
If you own the device in question, then you are free to do whatever you want to it, so unlawfully does not apply.
According to the wording of this stupid law it is not true. But you don't need to worry, unless your action disrupt other users communication, you are on the safe side.
