When I studies electrical engineering full time, we has students drop out because they didn't have money for transport, accommodation, tuition etc. Most of them were black. The consequence was that more whites than blacks graduated.

Another reason might be the lower requirements/standards for passing. Matric these days are way easier than back then. So maybe more whites are passing and nothing changed amongst the black populace.
